Ministerial Decision Regulates Ownership Transition of Artisanal Fishing Vessels

Muscat: The Ministry of Agriculture, Fisheries and Water Resources has issued a ministerial decision today that regulates the conversion of artisanal fishing vessels from individual to institutional ownership.

According to Oman News Agency, the decision involves amending certain provisions of the Executive Regulation of the Marine Fisheries and Protection of Living Aquatic Resources Law. This is based on the Living Aquatic Resources Law and its Executive Regulation.

The Ministry’s decision is part of ongoing efforts to regulate and develop the marine fisheries sector. It aims to promote sustainable management practices for fish resources by transitioning the ownership of artisanal fishing vessels from individual to institutional systems. This ensures greater efficiency in vessel management and operation, and the implementation of advanced professional and regulatory standards aligned with national fisheries development policies.

This decision will also help regulate the work of artisanal vessel crews within an institutional framework that secures workers’ rights and clarifies their responsibilities. It aims to enhance operational performance quality, maritime safety, and improve the efficient use and conservation of fish resources.

Considered a milestone, the decision supports the transition towards sustainable and organized management of artisanal fishing fleets in line with the goals of Oman Vision 2040. This vision sees the fisheries sector as a promising economic pillar that supports food security and sustainable development.

The Ministry emphasizes that this decision complements its efforts to establish a regulated and effective fisheries sector. It aims to empower fishermen, support national institutions in the fishing field, and increase the efficiency of the fish production system to enhance its competitiveness both locally and internationally.
